Bio-Ethanol: India's potential big leap in energy security & sustainability

India is a rapidly growing economy with rising energy demands year-on-year to fuel its growth story. But unfortunately, a notable share (34-37%) of the nation's energy requirements is still fulfilled by crude oil and natural gas with heavy import dependency (90%) which showcases vulnerability to external shocks like inflation in global energy prices and supply disruptions. Recent disruptions in energy supply chains resulting from geopolitical tensions in West Asia and closure of Strait of Hormuz have only brought this vulnerability to the fore.

 While Government of India is engaged in diplomatic talks to release energy shipments and holding the domestic prices steady, the adverse impact on Indian economy is visible. A few instances include a hike in commercial LPG prices, greater losses to revenue of OMCs and public exchequer in an attempt to hold the prices of petrol and diesel at current levels thus straining fiscal deficit, substantial currency depreciation with increase in CAD and huge outflow from capital markets. This underscores the greater need to reduce import dependency, enhance domestic energy production and prioritizing alternative fuel sources for sectors like transport, fertilizers and petrochemical industry which traditionally depend on oil and gas.

What's the effective solution going ahead?

In this scenario, bio-ethanol produced from fermentation of plant-based sugars and starches can be a game changer for not only ensuring India's energy security but also shaping rural livelihoods and replacing oil & gas as an industrial feedstock for various petrochemical products. It is a versatile hidden gem that is both renewable and burns 90% cleaner than fossil fuels without any release of sulfur, smoke, ash or strong odors. 

Government of India recognizes the potential of bio-ethanol and successfully carried out ethanol-blending program with petrol that reached 20% in 2025 with 20x increase in its production since 2014. Blending increases petrol's octane value and oxygen content thus improving engine efficiency with greater mileage and lesser emissions.

But, in order to significantly reduce import dependency on crude oil, bio-ethanol needs to be reimagined not just an alcohol to be blended but as a primary fuel for the transport sector and primary raw material for the petrochemical industry which will also lead to significant decarbonization across industries in India with sustainable production thus fulfilling ambitions of net-zero emissions and circular economy in the long run.

-Diverse application of Bio-ethanol-

1.  Reliable automobile fuel: Potential to completely substitute petrol and diesel to run automobiles. Brazil's success story in leveraging bio-ethanol is a precedent that testifies this attribute. Doing simple modifications in automobile engines like flex-fuel engines can bring a green revolution in transport sector in India.

2. Aviation & Marine Fuel: Emerging technologies like alcohol-to-jet pathways can transform ethanol into Sustainable Aviation Fuel (SAF) requiring no modifications to fueling systems in aircraft. Also, ethanol is a precursor to marine fuels. Its conversion to e-methanol is suitable for long-haul shipping. 

3. Feedstock for Chemical Industry: Its conversion to ethylene opens the door for manufacturing a variety of chemicals ranging from mono-ethylene glycol (MEG), PET to other poly-ethylene variants like HDPE & LDPE which are essential raw materials for making widely used products like polyester fibers, coolants, solvents in paints, inks, packaging materials, water and gas pipelines, storage tanks, furniture, insulating and protective materials and much more. 

Suggestive Policy Measures for positioning India as a Global Leader in the Bio-ethanol economy-

Launching a National Bio-Ethanol Mission (NBEM) to position India as a global leader in sustainable fuels by integrating production incentives, agricultural transformation, technological innovation, environmental safeguards, and global market alignment.

Strategic objectives of the mission should be to-

  • Scale ethanol blending from E20 to E30/E85 by 2030

  • Establish India as a global exporter of ethanol and biofuel technologies

  • Promote second-generation (2G) ethanol from agricultural residues

  • Enhance farmer incomes and rural livelihoods

  • Contribute to energy security and climate commitments

The Mission should include the following strategies-


1. Production-Linked Incentives (PLI) for Ethanol

  • Introduce a PLI scheme for ethanol production linked to:

    • Output volumes

    • Carbon intensity reduction

  • Prioritize incentives for:

    • 2G ethanol plants (crop residue-based)

    • Integrated biorefineries

  • Provide viability gap funding for decentralized rural distilleries

2. Feedstock Diversification Strategy

(a) High-Yield Corn Development

  • Promote high-starch hybrid and GM corn varieties

  • Develop energy crop zones

  • Enable contract farming for ethanol supply chains

(b) Sugarcane Optimization

  • Encourage water-efficient practices (e.g., drip irrigation)

  • Promote high sucrose varieties

  • Implement dynamic policies to balance food vs fuel use

(c) Waste-to-Ethanol Expansion

  • Scale 2G ethanol using agricultural residues

  • Develop biomass aggregation and logistics ecosystems

3. Farmer-Centric Bio-Economy

  • Link ethanol feedstock pricing with MSP frameworks

  • Strengthen Farmer Producer Organizations (FPOs)

  • Enable on-farm preprocessing and aggregation

  • Introduce carbon income mechanisms for farmers

4. Demand Creation: Flex-Fuel Ecosystem

  • Mandate E20 compatibility for all new vehicles

  • Create a roadmap for E85 and flex-fuel vehicles

  • Provide fiscal incentives for automobile manufacturers

  • Promote consumer awareness on ethanol-compatible vehicles

5. Infrastructure Development

  • Invest in:

    • Ethanol storage and blending infrastructure

    • Dedicated logistics and transport corridors

  • Expand nationwide availability of:

    • E20 and E85 fuel stations,

  • Co-locate distilleries near refineries and consumption hubs.

6. Green Fuel Certification

  • Establish India Green Ethanol Standard (IGES) based on:

    • Lifecycle emissions

    • Water usage

    • Land-use impact

  • Align certification with global frameworks to enable exports.

7. MRV Systems (Measurement, Reporting & Verification)

  • Develop a digital MRV framework to track:

    • Feedstock origin

    • Carbon emissions

    • Resource usage

  • Integrate:

    • Satellite monitoring

    • IoT-based tracking

  • Link MRV outcomes to:

    • Incentives

    • Carbon markets

    • Export compliance

8. Environmental and Social Safeguards

  • Implement region-specific feedstock planning

  • Mandate:

    • Water-use efficiency standards

    • Soil health monitoring

  • Ensure inclusion of:

    • Smallholder farmers

    • Rural and tribal communities

9. Innovation and R&D

  • Invest in:

    • 2G ethanol (biomass-based)

    • 3G ethanol (algae-based)

    • Advanced biorefineries

  • Promote India as a global hub for biofuel innovation

Moving beyond blending targets, a systems-driven approach marked by comprehensive and integrated mission- combining policy, technology and market mechanisms can transform the sector into a cornerstone of economic growth, rural development, and environmental sustainability enabling India to become a global leader in the bio-ethanol economy.
